CNDH and the National Human Rights Commission of the Republic of Mali sign Memorandum of Understanding

Mrs. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), and Mr. Aguibou Bouare, President of the National Human Rights Commission in Mali, signed, on Friday 14 October 2022 at the CNDH headquarters in Rabat, Morocco, a memorandum of understanding (MoU) aiming at sharing human rights experiences and best practices between the two institutions.

Mrs. Bouayach emphasized that this agreement is part of the CNDH mandate related to the promotion of human rights by associating all institutional and non-institutional actors, including regional and international institutions. She also highlighted the importance of this agreement for both institutions.

For his part, Mr. Bouare welcomed the CNDH actions in Morocco. He considered it one of the leading National Human Rights Institutions (NHRI) in Africa accumulating significant experiences related to the protection and promotion of human rights. He also noted the importance of this partnership which will open new horizons for developing joint actions.

This agreement aims to achieve the joint vision of both institutions that ensure supporting initiatives to promote and protect human rights in the two countries, and establishing/developing a framework for joint actions, cooperation and consultation between the two parties and within the Network of African National Human Rights Institutions (NANHRI).

This agreement lays cooperation areas such as exchanging experiences and knowledge to benefit from comparative experiences and best practices, and strengthening bilateral dialogue to identify measures supporting the effectiveness of human rights based on international human rights conventions.

Signing this agreement is part of the working visit of the delegation of the Republic of Mali NHRI to the CNDH from 11 to 14 October 2022, aiming at strengthening the existing cooperation and sharing expertise/experiences between both institutions.

This visit was an occasion to brief members of this delegation on the CNDH missions and ways of working in various areas related to the promotion and protection of human rights through receiving and handling complaints; monitoring, investigation and reporting mechanisms; interaction with the mechanisms and the human rights international system; and the CNDH experience as an NHRI that hosts the National Preventive Mechanism of Torture (NPM), etc.
