Installation of members of the CRDH of Draa-Tafilalet Region: Ms. Bouayach announces some elements of the CNDH strategy regarding the implementation of the recommendation of the IER

The President of the National Human Rights Council (CNDH), Ms. Amina Bouayach, announced some elements of the CNDH’s strategy on the follow-up of the implementation of the recommendations of the Equity and Reconciliation Commission (Moroccan Truth Committee known under its French acronym IER) regarding the preservation of memory and collective reparation. This announcement was made at the ceremony of the new members of the Regional Human Rights Commission of Draa-Tafilalet Region (CRDH) on Thursday morning, October 8, 2020, in Errachidia, Morocco.

Ms. Bouayach decided to announce these elements of the CNDH’s strategy in the Draa-Tafilalet Region, considering the historical and human rights symbolism and the reconciliation model in this region. She also indicated that the new members in this CRDH will have a great responsibility in following up on all stages of the implementation of reparation and memory preservation projects in addition to their usual missions…

Our goal, Ms. Bouayach added, is to convert enforced disappearances and informal detention centers into cultural and social spaces and memory-preservation centers. It means transforming them from disappearance and detention centers to spaces of life so that what happened will be unrepeated.

The CNDH Chairperson also noted the CRDH has three permanent committees like the other CRDHs in Morocco. Permanent committee on protection of human rights, permanent committee on promotion of human rights, and permanent committee on following up and assessing public policies. This later was established by the CNDH to address issues causing protests in some regions, taking into consideration that these protests are real and have claims. The CNDH also intends to follow up on how to interpret these claims at the level of plans and public policies of the region.  

The 21 CRDH members are composed of the regional representative of judges, lawyers, ministry of education, the Higher Ulema Council, doctors, professional journalists, and civil society, in addition to several activists working in protecting and promoting human rights.

The installation of the CRDH of Draa-Tafilalet Region is part of the completion of the CNDH structures so that the CRDHs can exercise the CNDH powers at the level of each region, under Article 44 of Law 76.15 on the reorganization of the CNDH.
