PUBLICATION OF THE SUMMARY OF CNDH FINAL REPORT ON THE OBSERVATION OF THE REFERENDUM OF JULY 1ST, 2011

The National Human Rights Council (CNDH) published the summary of its final report on the observation of the referendum of July 1st, 2011. It’s available at the Council’s website.

The general objective of CNDH observation of the referendum was to ensure an objective and honest assessment of the referendum, during the campaign, the voting, the counting of votes and the announcement of the results.

It also aimed to help build confidence and true citizenship, encourage participation, measure the degree of respect for citizens’ rights, will and free choice, in all phases of the process, and the degree of the application of relevant laws and regulations.

In addition to the results of the different phases of the observation in the regions concerned, the report also includes an analysis of the legal framework of the referendum. The Council, on the basis of this analysis, made a number of relevant recommendations, including on the legal framework itself.

The Council carried out the observation of the referendum of July 1st, 2011 on the basis of article 25 of its creating law, under which it is empowered to observe elections. It was encouraged by the link this article provided between the observation of elections and the building of democracy and the principles of human rights and fundamental freedoms enshrined in the Constitution (freedom of opinion and expression, integrity and transparency of elections).

CNDH, through the former Advisory Council on Human Rights, observed the 2007 legislative elections and the 2009 municipal elections.
