Medical monitoring in places of deprivation of liberty: Amina Bouayach, "Monitoring of health-related issues during visits of places of deprivation of liberty is an essential pan of the work of the NPM"

In partnership with the Danish Institute against Torture “DIGNITY”, the National Human Rights Council (CNDH) organized a workshop on “medical monitoring in places of deprivation of liberty” on December, 20, 2019 in El Jadida, Morocco.

This workshop, which brought together, around twenty doctors, including forensic physicians aims to build the capacity of doctors on medical monitoring in places of deprivation of liberty.

Speaking at the opening of this workshop, Amina Bouayach, CNDH Chairperson, indicated that monitoring health issues during visits to places of derivation of liberty is an essential part of the National Preventive Mechanism against Torture (NPM) actions.

Mr. Benajiba indicated that the mechanism has started its missions and developed a short-term strategy including visits to places of detention, capacity building and internal organization of the NPM.

He also stated that the NPM plans to develop a medium-term strategy that will focus on the establishment of an evaluation process and reporting to improve the situation.

Mr. Modvig shed light on the role of physicians during the preventive visits. He also specified the areas of intervention of health professionals in the preventive monitoring.

In this occasion, emphasis was also put on international standards and principles in terms of medical monitoring of places of deprivation of liberty.

On the sidelines of this workshop, the CNDH and DIGNITY signed an understanding memorandum on supporting the NPM in monitoring aspects related to health in places of deprivation of liberty.

Those doctors are expected to cooperate with the NPM during its visits to places of detention in different regions of Morocco.
