May 8, 1990, to May 8, 2020, 30 years of the history of the National Human Rights Council.

30 years of a process in which the Council contributed to the evolution of human rights and took part in a huge number of institutional, legislative, and societal reforms.

Today, I take this opportunity to deeply thank all the presidents and members who contributed to this long process that lasted 30 years.

We are all currently going through a difficult moment: the pandemic and the health emergency. Because of these circumstances, we have postponed the entire program, including events that were planned nationally and internationally for the commemoration of the human rights process of the Council.

This process optimized the conditions to integrate the Kingdom of Morocco, willingly and voluntarily, into the human rights system.

A process that met the unprecedented interaction of the State's will, and the democratic and human rights movement to draw attention to human rights issues harming Moroccan society. This process included the creation of the Instance of Equity and Reconciliation, the release of political prisoners, the return of exiles, and the treatment of cases of enforced disappearance, etc.

So, It was a stage that developed the Moroccan model to deal with human rights issues.

Today, we are facing a period full of challenges, among which: How can we prevent violations? How can we protect victims of violations? How can we promote human rights culture? Also, challenges related to how to ensure that all human rights are indivisible, either economic, social, cultural, environmental, political, or civil? And how to harmonize national human rights processes/debates and international standards?

Another important challenge is related to the evolution of freedoms. The digital space is becoming the space hosting the freedom of expression. So, we are challenged to provide a collective Moroccan answer to elaborate an emerging model of freedom to launch the process of the effectiveness of human rights at this stage of the history of the National Human Rights Council
